By employing an open system landscape, the official Berlin 3D city model:
creates the basis on which existing geo-information held by the Berlin authorities and private-sector providers can be gathered and embedded conceptually in the paradigm of a 3D city model;
gives users in the public and private sector alike a pool of data, an infrastructure, an IT system, and an attempt at standardization on which to build innovative geo-information solutions;
generates added value from a pool of fundamental data, makes these available to the specialist public and prevents monopolistic positions and;
provides an IT framework for specialist and non-specialist members of the public, thereby enabling them to take part in planning and decision-making processes.
